NCDEQ Environmental Sampling Contract

CES Group Engineers is supporting the North Carolina Department of Environmental Quality (NCDEQ) through a statewide contract focused on assessing, monitoring and remediating petroleum-impacted sites that have been idle for extended periods of time.

01 Project Scope:

Under the Division of Waste Management’s UST Section, CES has provided services for more than 120 of these sites since May 2022. The work includes receptor surveys, soil, groundwater, surface water and water supply well sampling, monitoring well installation and abandonment, aggressive fluid vapor and free product recovery, contaminated soil removal, and the removal of USTs. All activities follow NCDEQ’s technical and regulatory standards (North Carolina Administrative Code (NCAC), Title 15A – Environmental Quality).

02 The Challenge:

CES was tasked with delivering timely, high-quality environmental data across a wide geographic range of sites with varying levels of contamination and potential exposures to human health and the environment. Each site presented unique challenges, from obtaining and reviewing historical documents and site plans to managing logistics across regions to coordinating remediation strategies with multiple stakeholders.

03 The Result:

CES has successfully supported the closure of 85 contaminated sites through No Further Action (NFA) determinations or Notices of Residual Petroleum (NRP). By installing over 125 monitoring wells and actively sampling more than 300 wells, the team has advanced environmental restoration efforts across the state. CES’s responsiveness, regulatory expertise, and field precision have made them a trusted partner to NCDEQ in protecting North Carolina’s communities and natural resources.
