CLT Fourth Parallel Runway Program

CES Group Engineers is providing full-service utility coordination for Charlotte Douglas International Airport’s $1.2 billion Fourth Parallel Runway Program. The effort includes coordination for utility impacts across five major infrastructure elements: a new runway, taxiway systems, End Around Taxiways, and the relocation of a mile of West Boulevard.

01 Project Scope:

CES developed utility matrices, created Utilities by Others (UBO) plans, facilitated monthly coordination meetings with utility providers, and managed conflict resolution and relocation scheduling. The firm also transitioned into a construction support role, overseeing field coordination, easement documentation, encroachment packages, and environmental permitting activities.

02 The Challenge:

Coordinating utility efforts across multiple infrastructure components within a fast-moving, high-profile program required strong collaboration and real-time responsiveness. With numerous stakeholders involved and construction progressing alongside active airport operations, the project presented an opportunity to bring people, data, and decisions together in a highly dynamic environment. CES embraced the complexity, working closely with CLT Airport, the City of Charlotte, NCDOT, Northfolk Southern Railroad Company and utility providers to keep communication clear, schedules aligned, and progress steady.

03 The Result:

CES delivered streamlined utility coordination that enabled the airport to advance its largest infrastructure program without operational disruption. Their detailed planning and proactive conflict resolution kept relocation efforts aligned with the construction timeline. By maintaining open communication with stakeholders and delivering timely field support, CES contributed to the airport’s ability to support future air traffic growth through resilient, modernized infrastructure.
