CES provided full civil engineering services to transform a 49-acre pasture into a 143-lot residential subdivision. The team developed roadways, utilities, and stormwater infrastructure in compliance with county and state regulations.

01 Project Scope:

CES designed a sanitary sewer pump station and a 2,000-foot force main capable of handling both on-site and off-site flows. Stormwater management plans were engineered using hydrologic and hydraulic modeling to support erosion control and long-term site resilience. Coordination with multiple agencies ensured timely approvals and construction readiness.

02 The Challenge:

The undeveloped site included wetlands, utility easements, and a wide Duke Power right-of-way, requiring strategic layout to maximize buildable land while avoiding environmental and permitting conflicts. CES had to navigate a complex, multi-agency approval process involving Laurens County, LCWSC, SCDHEC, and SCDOT. Designing infrastructure that could support phased construction without compromising stormwater performance or utility connectivity added further technical demands.

03 The Result:

CES delivered a build-ready subdivision that balances thoughtful land use with regulatory compliance and environmental protection. The sanitary sewer system was designed to meet current and future needs, while stormwater systems were built to withstand a range of conditions.
