CES Group is a professional design firm, whose principals and key personnel possess decades of engineering and project management experience. The company was founded by Charles ‘Chuck’ Heleine, PE, a University of Illinois-trained civil engineer, and by Judy Heleine, REM, an environmental biologist from the University of Illinois. The integration of a talented and dedicated staff, responsiveness to the unique needs of each client, and extraordinary attention to detail, has enabled the firm to quickly establish a reputation for excellence.

The firm has provided professional consulting engineering services to municipalities, state and federal government agencies, builders, developers, architects, engineers, financial institutions, attorneys, and owners of commercial, industrial, institutional, residential, and landfill facilities. Our experienced staff of civil and environmental engineers, landscape architects, planners, LEED APs, geologists, hydrologists, scientists and technicians stands ready to provide the technical expertise and management skills needed to successfully complete projects of wide-ranging scope and complexity.

CES Group is organized into three practice divisions, Civil Engineering, Landscape Architecture & Planning, and Environmental Science, operating from two Charlotte, North Carolina area offices and a branch office in Bloomington, Illinois.

Chuck Heleine manages select civil and environmental projects, while overseeing operations and directing the firm’s ongoing development strategy. His more than 30 years of design, construction, and project management experience includes commercial buildings, industrial complexes, single and multi-family residential developments, electronic equipment environments, regional shopping centers, airports, interstate highways, local roads, waste water systems, and water distribution systems, as well as specialization in environmental site characterization and contaminant remediation.

As director of the environmental science division and manager of the firm’s day-to-day operations, Judy Heleine draws upon more than 20 years of environmental consulting experience and her earlier work as an industrial chemist. Her strong background in both field and laboratory techniques, coupled with detailed reporting and project management skills, have contributed to the successful completion of a wide range of site assessment, soil and groundwater contaminant investigation and remediation, and industrial compliance projects.

Collin Brock is an experienced landscape architect and land planner, with demonstrated expertise in sustainable design, master planning, site design, plant design, and 3D architectural illustration. Since 2002, he has been responsible for due diligence, budget analysis, conceptual site design, planning, and the preparation of construction documents and presentation graphics for many high profile commercial and institutional development projects in North and South Carolina.

David Lutz, PE

Dave Lutz is a civil design engineer and project manager, with comprehensive experience on a wide range of public infrastructure and private development projects, including state and municipal roadways, public schools, commercial and industrial site development, and residential subdivisions. His areas of specialized expertise include CPM scheduling, sustainable design, storm water management and erosion control.

Al Stone manages environmental projects for the firm’s Bloomington, Illinois office. His experience includes environmental site characterization and remediation associated with commercial, industrial, and agrochemical facilities, drawing upon extensive expertise in hydrogeology, hydraulics, stormwater and wastewater infiltration, watershed hydrology, groundwater modeling, contaminant delineation, and risk-based corrective action.
