We are a small firm, with the depth of experience and wide ranging expertise typically found only in much larger consulting organizations. Our highly skilled engineers, LEED APs, planners and scientists, possess individual capabilities and discipline overlap that enables an extraordinary synergy across our spectrum of services. Our integration of civil engineering, landscape architecture, planning and environmental expertise on the same project design team results in much more functional, aesthetic and sustainable developments, while adding real value for our clients. Key personnel have all held previous positions at much larger engineering firms, with responsibility for design and management of diverse and complex projects. By combining this wealth of experience and capability with typical “small firm” attributes, such as direct project involvement by senior staff, responsiveness and lower overhead costs, our clients consistently receive superior quality service and value. Utilizing the latest tools, such as Civil 3D 2011, robotics and GPS, CES Group is well equipped, well staffed and well positioned to meet the schedule and budget requirements of your next project.

Firm History

CES Group Engineers, LLP is a woman-owned small business (WOSB) enterprise. Its predecessor, CES Group, Inc., was established in 2000 as a professional engineering design firm by civil/environmental engineer, Chuck Heleine, PE, and by Judy Heleine, REM, an environmental biologist and former industrial chemist with more than 20 years of environmental consulting and management experience. Today, the firm is led by Judy Heleine, Managing Partner, David Lutz, PE, Partner, and a management team of engineers, planners, surveyors, LEED APs, landscape architects and scientists, who together possess more than 120 years of engineering and project management experience. CES Group has achieved a remarkable record of improving, protecting and restoring the built environment, through the delivery of intelligent, innovative, timely and cost-effective solutions to our clients' challenges. 

CES Group has completed hundreds of projects for both the public and private sectors, including service to municipalities, state and federal government agencies, developers, builders, architects, engineers, schools, financial institutions, attorneys, and owners of commercial, industrial, institutional, residential, and landfill facilities. Managing Partner / Senior Scientist  ::  Environmental Science Division Manager

As manager of the firm’s day-to-day operations, long-term strategic objectives, and the Environmental Science Division, Judy Heleine draws upon more than 20 years of environmental consulting and business management experience, and her earlier work as an industrial chemist. Her strong background in both field and laboratory  techniques, coupled with detailed reporting and project management skills, have contributed to the successful completion of a wide range of site assessment, soil and ground water contaminant, investigation and remediation, and industrial compliance projects.

David Lutz, PE


Partner / Senior Civil Engineer :: Civil Engineering Section Manager

In addition to management responsibilities for the firm and the Civil Engineering Section, Dave Lutz is an accomplished design engineer and project manager, with comprehensive experience on a wide range of public infrastructure and private development projects, including federal facilities, state and municipal roadways, public utilities, commercial, industrial and institutional sites, single-family and multi-family residential developments, and public schools. His areas of specialized expertise include CPM scheduling, sustainable design, storm water management, and erosion control.

Phillip Harris, PLS

Senior Land Surveyor :: Geomatics Section Manager

Phillip Harris brings more than 20 years of hands-on land surveying and project management experience to the positions of Senior Land Surveyor and Geomatics Section Manager. He is experienced in all facets of land surveying, as well as design and construction surveying, with particular interest in the resolution of abiguous or disputed boundary issues. Phillip leads the firm in providing a full complement of land surveying services to clients, from individual residential properties to large commercial developments, while also working hand in hand with the civil engineering section in support of design and construction projects.

Scott Murray, RLA, LEED AP

Senior Landscape Architect / Planner :: Landscape Architecture & Planning Division Manager

Scott Murray is a versatile, innovative and experienced landscape architect, specializing in land use planning and the design of parks, recreation, and public space amenities. His work during the past 25+ years includes a variety of mixed-use, infill campus communities, marinas, and recreation facilities, as well as community parks and greenways. As a LEED AP and member of the USGBC since 2004, Scott approaches all projects with consideration for green building practices and long-term sustainability. His broad-based background includes master planning, site design, community consensus building, zoning entitlements, architectural review boards, construction administration, and coordination with diverse consultants and groups. Recent projects have achieved LEED Gold Certification.
